The Committee on the Elimination of Racial Discrimination (CERD) was the first treaty body to be established and is the committee overseeing the implementation of the International Convention on the Elimination of all forms of Racial Discrimination (ICERD). Provision for the creation of a committee to monitor implementation of the Convention was made under ICERD, due to the conviction of the Third Committee of the United Nations (UN) General Assembly that the treaty would not be effective unless sufficient emphasis was placed on implementation. This set the precedent for the formation of all the other treaty bodies. CERD consists of 18 experts who meet twice a year for three weeks at a time.
